Carat Interactive names Boston office head; InsightExpress taps Rome for marketing.

Carat Interactive recruited Mark Russell to lead its Boston office as managing director. Russell was a founder and CEO of C-Quential, an online marketing firm that was bought last year by Connelly Partners. After the acquisition, he briefly served Connelly as managing director of interactive.

InsightExpress hired Megan Rome as director of marketing solutions. Rome was VP of research sales for Universum Communications and earlier held sales and client services roles at TNS NFO.

Shopzilla will use StrongMail’s email delivery platform for its marketing and transactional mailings. Shopzilla claims its email communications reach 3.5 million people a month.

E-mail software provider Outblaze joined the London Action Plan on International Spam Enforcement Cooperation. The coalition’s mission is to improve enforcement of international anti-spam initiatives through “collaboration, open dialogue and public-private partnerships.”
