MSNBC.com names publisher, general manager; Tacoda promotes Smith; Range Online hires a director of business development.

MSNBC.com tapped VP of Sales and Business Development Charlie Tillinghast to guide the site’s direction as publisher and general manager. Tillinghast joined the Microsoft/NBC Universal joint venture in 1999 as business development manager.

“Charlie has done a superior job leading business development, ad sales and marketing. As general manager he will continue MSNBC.com’s leadership of the online news category and ensure its success continues in the future,” said Scott Moore, general manager of MSN network experience.

Tacoda Systems promoted VP of Operations Charles Smith to VP of publisher sales, a newly created post. Prior to joining the behavioral targeting player in April 2002, Smith was EVP of corporate development with Real Media. He was one of the original founders of that company, along with Tacoda CEO Dave Morgan.

He will also assume the sales duties of Robert Tas, who is leaving the company.

Range Online Media hired Philip Stelter as director of business development and named Lynn Atchison to its advisory board.

Stelter was most recently marketing manager for BizRate.com, where over five years he designed and built loyalty programs, email campaigns, CPC auctions and search engine marketing efforts, among other responsibilities.

Atchison is CFO for Infoglide Software Corporation and held the same post with Hoover’s Inc., guiding it through an IPO.

Red Door Interactive added Utahna Lightner as senior account executive. In her previous post with AM Strategies, she managed a roster of accounts that included IKEA San Diego, Golden Acorn Casino and Henry’s Marketplace.

Forbes.com tapped Mirror Image to enhance delivery of its content and advertising. Mirror Image’s content delivery tools are designed to accommodate flash crowds driven by specific news events.
