40,000 Online in Vietnam
There are currently only 40,000 Internet users in Vietnam, which has more than 78 million people and no modern telecommunications infrastructure in place, according to a report in USA Today in April of 2000.
The average annual per capita income in Vietnam is $360 and, although the government has cut Internet access fees by a quarter, the vast majority of Vietnamese people cannot afford the $3 per month and $0.02 per minute that it costs to go online.
